Hepatitis outbreak kills 88 in South Sudan: aid agency

JUBA (Reuters) - An outbreak of hepatitis E has killed 88 people in South Sudan after a surge in the virus hit refugee camps near the Sudanese border, an aid agency said on Saturday.

More than 175,000 people have sought refuge in the new country of South Sudan after fleeing fighting in Sudan's restive border states of South Kordofan and Blue Nile, according to the United Nations.

Medical charity Medecins Sans Frontieres (MSF) said it had treated almost 4,000 patients since the outbreak was identified in camps in the northeast of South Sudan in July 2012.

"We suspect this outbreak is far from over, and many more people will die," said MSF said in a statement.

"We have been doing everything we can to care for people with hepatitis E, but there is no treatment for the disease."

Fighting between Sudan's army and rebels flared up in South Kordofan and Blue Nile around South Sudan's secession from Sudan in July 2011, six years after a peace accord that ended decades of civil war between north and south.

Tensions remain high between the rival Sudans and they have failed to implement a raft of agreements on border security and economic issues left over from their messy divorce.

More than 112,000 Sudanese refugees live in camps affected by the hepatitis outbreak which are flooded in the rainy season and a parched wasteland in the dry season, MSF said.

Hepatitis E causes liver infections and is spread by drinking water contaminated with faeces.

WASHINGTON (AP) ? Secret Service Director Mark Sullivan announced his retirement Friday, bringing to a close a turbulent period for the law enforcement agency that included a South American prostitution scandal and a pair of White House gate-crashers.

In nearly seven years as director, Sullivan had to answer serious questions from lawmakers on two occasions about his employees' actions on the job and off.

Last May, in testimony before Congress, Sullivan apologized for the conduct of Secret Service employees caught in a prostitution scandal in Colombia. Thirteen agents and officers were implicated after an agent argued with a prostitute over payment in a hotel hallway in Cartagena, Colombia.

The employees were in the Caribbean resort city in advance of President Barack Obama's arrival for a South American summit in April. After a night of heavy partying in some of Cartagena's bars and clubs, the employees brought women, including prostitutes, back to their hotel. Eight of those Secret Service employees were forced out of the agency, three were cleared of serious misconduct and at least two were fighting to get their jobs back.

The incident prompted Sullivan to issue a new code of conduct that barred employees from drinking within 10 hours of the start of a shift and from bringing foreigners to their hotel rooms

In 2009, Sullivan had to answer questions about how a pair of aspiring socialites talked their way into a state dinner at the White House. That the pair made it into the highly secured event was not only a violation of protocol but raised questions about how easily an unauthorized person could gain close access to the president and vice president.

"In this case, I fully acknowledge the proper procedures were not followed and human error occurred in the execution of our duties," Sullivan told lawmakers after the incident.

Sullivan struck a similar tone in May when he apologized to lawmakers for the behavior of the Secret Service employees in Colombia, insisting that the incident was not indicative of a larger culture problem at the agency.

Sullivan's retirement is effective Feb. 22. His replacement has not been announced.

In an internal message Sullivan sent to employees Friday, he said he was "extremely proud to have had the opportunity to work with the men and women of the Secret Service and represent an agency so deserving of its reputation as one of the finest law enforcement agencies in the world."

Sullivan joined the Secret Service in 1983 after three years as a special agent in the Inspector General's Office at the Department of Housing and Urban Development. He was appointed director in 2006.

Despite the scandals and questions from lawmakers, he maintained support from Obama, Homeland Security Secretary Janet Napolitano and numerous lawmakers.

"I want to thank Mark Sullivan for nearly 30 years of service to our nation at the United States Secret Service, a tenure that saw the agency protect five first families including my own," Obama said in a statement. "And since 2006, as director, Mark has led the agency with incredible dedication and integrity."

Napolitano thanked Sullivan for his service. "His commitment to keeping our country and its top officials safe is unparalleled and his devotion to the mission of the Secret Service and Department of Homeland Security has been unwavering," she said in a statement.

In three decades with the Secret Service, Sullivan's career took him to Detroit, Columbus, Ohio, and ultimately Washington, where he served on the security detail for President George H.W. Bush.

Sullivan, who is from a large Irish Catholic family, has been married to his wife, Laurie, for more than 20 years, and they have three daughters. He loves hockey and played in an adult league until a few years ago.

"If you were casting someone for the role of director of the Secret Service, he looks the part," Sullivan's former boss in the service's Detroit division, James Huse, told the AP last year. "He's a tall, handsome Irishman, with grey hair and the demeanor of a born leader."

Worst may be over for euro zone factories: PMI

LONDON (Reuters) - Euro zone factories had their best month in nearly a year during January as burgeoning German output offered support amid signs the worst may be over for the troubled currency bloc, a survey showed on Friday.

While Markit's Purchasing Managers' Index (PMI) pointed to a continued decline in activity, it rose to an 11-month high, suggesting the downturn in manufacturing output - which fell for most of last year - has passed its nadir.

The PMI rose to 47.9 from December's 46.1, ahead of an earlier flash reading of 47.5. The index has been below the 50 mark that separates growth from contraction since August 2011.

The output index, which feeds into a broader gauge of the economy, the Composite PMI, due next Tuesday, rose to a 10-month high of 48.7 from December's 46.0. That was the biggest one-month jump in a year.

"While the industrial sector looks likely to have acted as a drag on the euro zone economy in the final quarter of last year, deepening the double-dip downturn, the PMI provides hope that the first quarter could mark the start of a turnaround," said Chris Williamson, chief economist at Markit.

"Providing there are no further setbacks to the region's debt crisis, these data add to the expectation that the euro zone is on course to return to growth by mid-2013."

The bloc's economy likely contracted 0.4 percent at the end of last year, chalking up its third negative quarter, and will only stagnate in the current period, according to a Reuters poll published last month.

An earlier PMI of 49.8 from Germany, Europe's largest economy, showed factory activity just about held steady last month with the index seeing its biggest one-month jump since the middle of 2009. Germany's output index leapt to 51.9 from 47.1.

But in neighboring France, the downturn deepened with the manufacturing PMI for the bloc's second-largest economy sinking to a four-month low of 42.9.

The Italian and Spanish PMIs both moved in the right direction, beating expectations for more modest improvements, as new export orders rose.

"The improvement was led by Germany, which saw the strongest gain in output of all euro zone states, but rising exports are also helping to revive the manufacturing sectors of other countries, most notably Spain and Italy," Williamson said.

An improvement in export orders, which include purchases from within the bloc, came despite the euro hitting an 11-month high last month on signs of an economic upturn in Germany and hopes the euro area banking system may be on the mend.

Last year, European Central Bank President Mario Draghi promised to do "whatever it takes" to save the euro, triggering a rally in European stock markets and easing the sovereign debt crisis as borrowing costs plunged.

Backlogs of work were run down at their weakest rate since July 2011, with the sub-index rising to 47.1 from December's 45.1, in a further signal that order books were filling up.

But factories were forced to cut their prices for the seventh time in eight months, despite rising input costs, to drum up business and instead reduced headcount to increase profitability.

Official data due later on Friday is expected to show unemployment rose to a euro-era high of 11.9 percent in December.

Markit's PMI for services firms, which account for the vast bulk of the euro zone's private economy, is due on Tuesday and is expected to show the rate of decline eased.

The trial of 24 Sahrawi civilians before a military court in Morocco is flawed from the outset Amnesty International said, as it called for the defendants to be tried in a civilian court and for an investigation into their torture allegations.

All of the group, which includes several activists, are on trial in Rabat today in relation to violence during and after the dismantling of the Gdim Izik protest camp near Laayoune, Western Sahara in November 2010, when 11 members of the security forces and two Sahrawis were killed.

Most of the defendants have said that they were tortured and otherwise ill-treated at different stages of their two-year pre-trial detention. Some are said to have been coerced into signing statements.

"The trial of civilians before a military court does not meet internationally recognised standards for a fair trial. The 24 accused must be brought before a civilian court with all the human rights guarantees that go along with it, and in no event must anyone be sentenced to death," said Philip Luther, Amnesty International?s Director of the Middle East and North Africa.

"Allegations of the torture of detainees must be investigated and any evidence obtained under torture must be dismissed by the court. The authorities must also launch an independent and impartial investigation into the events of Gdim Izik, which is already two years too late."

The 24 - including members of Sahrawi civil society organisations and Sahrawi political activists - face charges including belonging to a criminal organisation, violence against a public official and the desecration of a corpse.

The crime of violence against a public official can be punished by the death penalty when such violence leads to intentional death.

On 8 November 2010, violence broke out when Moroccan security forces tried forcibly to remove people from and dismantle the Gdim Izik protest camp a few kilometres east of the town of Laayoune, in the Moroccan-administered Western Sahara.

The Gdim Izik camp had been set up in early October by Sahrawis protesting against their perceived marginalization and demanding jobs and adequate housing.

Eleven members of the security forces and two Sahrawis were killed during the violence.

Some 200 Sahrawis were arrested by the security forces during and days after the violence. Further arrests were also made in December.

Most of those arrested were released but the 24 on trial today have already spent two years in pre-trial detention in Rabat's Sale prison.

In December 2010 Amnesty International published a report following a fact-finding visit to Morocco and Western Sahara to investigate allegations of human rights abuses committed on and in relation to the events of 8 November at Gdim Izik and Laayoune.

Following its review of Morocco in December 2011, the UN Committee against Torture stated that Morocco ?should put in place stronger measures for ensuring prompt, thorough, impartial and effective investigations into the violence and deaths that occurred during the dismantlement of the Gdim Izik camp and ensure that those responsible are brought to justice? and that Morocco ?should amend its laws to guarantee that all civilians will be tried only in civilian courts.?

During his visit to Morocco and Western Sahara in September 2012, Juan Mendez, the UN Special Rapporteur on Torture noted that prosecutors and investigative judges rarely investigate allegations that torture was used to obtain evidence or confessions during the initial stages of interrogations.

Juan Mendez stated that ?The complaint system regarding allegations of torture and ill-treatment and investigation, prosecution and punishment of perpetrators, with the exception of a very few cases, seems to be in law only,? and that ?this gap between law and practice must be closed.?
